After securing the indictment, Lindsey Halligan, the U.S. attorney that led the administration’s efforts to indict Mr. Comey, entered a magistrate judge’s courtroom on Thursday evening to notify the judiciary of the outcome with a group of nearly a dozen prosecutors including Maggie Cleary.

The judge, Lindsey R. Vaala of the United States District Court of Eastern District of Virginia, initially appeared confused, and noted that the grand jury did not indict Mr. Comey on one of the charges but voted to charge him on two other counts. “I’m a little confused,” she said. “This has never happened before.”
