I decided to drill down into my Samsung Smart-TV setting to make sure that it's ability to monitor local speach was disabled - and am not able to find all the required settings.

Disconnect your TV from the internet and use an intermediate device (Roku, Apple,...) to make your viewing selection and send the signal to the TV.
