I'm not following this closely, so don't know the specifics. However, I don't believe the feds can legally shield him. If a MN prosecutor wants to bring charges, the feds have to give the guy up. He can't be pardoned by the Felon since murder is a state crime.
As someone else noted on this thread, the state and local authorities have been locked out of the investigation. If the FBI decides to whitewash the entire incident, no-one will have any information to say otherwise.
MN BCA cut off from shooting investigation; agency 'reluctantly' withdraws
MINNEAPOLIS — The Minnesota Bureau of Criminal Apprehension (BCA) said Thursday it has been cut off from accessing case files relating to the fatal shooting of a woman by ICE agents in Minneapolis, leaving the Federal Bureau of Investigation as the sole investigating body.
In a statement sent by the BCA Thursday morning, officials said, the FBI informed the agency it would no longer be part of the joint investigation, and will lose access to case materials, scene evidence and investigative interviews.
