And both your article and Dope1's Bill Melugin tweet point out that the men were seen in "the same area where law enforcement arrested five suspected members of the Northeast Cartel in June" so the area was under surveillance but "Border Patrol agents, including the agency's BORTAC tactical unit, were deployed to the area but found nothing."
