Yeah. That explains California, who, despite having access to billions of gallons of water every year, can't figure out what a reservoir does. Oh, wait - Republicans haven't run that state in a long time.
It will be interesting (and remarkable) if they actually evacuate Tehran. I doubt that will happen.
They're making plans to move the seat of government someplace they can actually deliver water to.
