I don't think that is mutually exclusive. They perhaps aren't soldiers. But they are fighters. Depending on which side you land, they may be terrorist fighters. Or Hamas fighters. They aren't in the streets throwing molotov cocktails, like a rabble. Nor planting bombs on buses. They're somewhat organized, and attack with a purpose. Fighters.

They're terrorists. They're a gang of idiots with guns running around shooting civilians and doing God knows what else. Why is it so hard to label them that way?
