Wow! This explains what was puzzling me, because there was no reason for him to draw his weapon, as there was no threat. It also explains why he placed himself partly in front of the car - he was setting it up so he could shoot her and get away with it. There's a high likelihood of no conviction, but this explains a lot.

This is a rogue cop, who needs to never be a LEO again. Give him a desk job with no weapon, as he's likely a psychopath - having manipulativeness, lack of empathy, a disregard for rules, etc. If you look at the videos of him coming around the car, take a look at him recognizing the potential for setting up his shooting her. If she moved forward, even if turning he shoots, and gets away with her murder.
