How it started. Mayor London Breed, 3 years ago:

Supervisor Shamman Walton and I will lead the effort to redirect funding from the SFPD to support the African American community in the upcoming budget.
That was then. Amazing what a few years, less policing, and the resulting surge in crime that many say doesn't exist will do for you:

Mayor London Breed asked northern California's new U.S. attorney in a letter to help curb San Francisco's open-air drug markets as her police department struggles with understaffing.
Breed's staff said the letter welcoming and seeking to partner with a new official was standard ' but it does illuminate the mayor's challenges in addressing her top priority of public safety.
In the March 27 letter, Breed wrote that San Francisco was dealing with 'multiple serious public safety challenges locally,' including a fentanyl-driven overdose epidemic, property crime, gun violence and prejudice-fueled incidents.
What's interesting is that San Francisco, like Seattle, somehow is coming up with reduced crime rates for the last few years. Of course...anyone who lives in either place will tell you that what's really going on are a drastic underreporting of crimes and fewer convictions.
