The one thing that was the journo who asked her the question had figured out that Medicare would be frozen. So the journo interpreted the language quickly and much better than the people who wrote it. It looks like the people who wrote it didn't know its funds would be clipped, or they intended the language and this was a test, but likely the former.

Weren't there like 6 guys dumped into the top of this agency - and how long have they been there? Is everything going to be this inept?
