- complete waivers for outbound iran oil
- complete waivers for commercial ships from china bringing drone parts, and other goods beneficial towards the conflict

it is unclear whether iran is allowing all gulf\muslim countries the privilege of paying the transit fees.
it seems expedient to do so for the IRGC.
