I mean, not necessarily. Unless she had previously committed a crime, as far as I can tell she was under no obligation to follow the instructions to exit the vehicle (not legal advice! and definitely not advice on how to be safe!). Unless she was placed under arrest or otherwise detained, she was perfectly free to leave the scene.

Assault requires intent, and it would be quite surprising if she actually intended to hit the officer rather than just trying to leave.

Again, all of the above is completely speculative - we won't know more until there's actually an investigation and review. Based on what we know. It's also rather beside the point. LEO's aren't allowed to use deadly force to stop a suspect from leaving the scene, much less for failing to follow instructions. I think the officer's real risk would be if he wasn't at risk of being hit with the car when he fired the fatal shot, and that's going to be a ballistics and forensics question based on a lot of information (including all the videos). If he was in the path of the car at the time, he's probably would not have any culpability. If he used deadly force after he was out of the path of the car, he's in more jeopardy. I don't think we know that critical fact yet - but it should be pretty determinable by experts from the ballistics and the video evidence.
