One vote for Eden. Unfortunately, after the 2002 Olympics the Ogden valley was developed in a chaotic sprawl, so it isn't nearly as quaint as it used to be but there are still lots of farms and open spaces and plenty of outdoor snow activities. Late Feb. is getting close to the end of winter in Utah in the valleys, but Eden is up in the mountains so it is significantly colder than the Salt Lake valley and you should be okay. I wouldn't go any later though.
