And to be completely fair, now that we do have some information, we still do not know that it actually was a security lapse by the Secret Service. There are still possible scenarios where the Secret Service did nothing at all wrong. - pete

When your mission is to protect, then you are responsible period. If your decision is to delegate, then you are still responsible. Either you failed to delegate to a responsible party, or you failed to establish controls to ensure they were actually delivering what they promised.

All that remains if to figure out how and why so that corrections can be identified and made. But there is no question that the SS is responsible.
