I don't think he is a racist, but like all egotists he is convinced that he can summon and control them like a pack of dogs with his dog whistles.
You know, like US did with the Mujahideen who eventually did 9/11 or Indian PM who propped up Sikh terrorists who turned on her and killed her. Maybe Israel and Hamas though I don't know if that's true ir a rumor.
