I can destroy the trade, I can destroy the country, I'm even allowed to impose a foreign country destroying embargo…I can do anything I want to do to them…

I posted a snip from Thomas' dissent earlier. Thomas quoted all the powers the law gives the POTUS, and, yes, it appears he can embargo, or blockade, classes of goods, or all goods from a country. Thomas, "Mr Originalist", "Mr Strict Constructionalist" says the power to tax imports is "understood", though the letter of the law does not say "tax".
