That does appear to be the case. Calling them terrorists when they clearly are criminals, doesn't give a legal basis for a missile bombing. And since its cocaine, which people generally don't overdose and die on, that makes it even less so. We don't know what was on the panga for sure, but the small possibility it was fentanyl is not reliable, so cocaine it is. So this just looks like distraction - because the Epstein list is the bomb!
If the drugs were perceived as causing a societal breakdown, then terrorist might be apt even though the object is money, not some ideological or other cause. We had no basis to use missiles, and pretty much everyone knows it.
