I imagine it's because of lack of verifiable evidence of Mossad, as is typical if you're running the agency right.

Mossad is openly posting on social media, in Farsi, encouraging Iranians to riot, and saying there are Mossad agents in their midst. There is no question whether Mossad is engaged.
