Irrelevant, as usual. ICE took it from the teen, not any parent/adult. ALLEGING it belonged to the father is the same as the public ALLEGING all the cars/guns/armor/etc belong to THE PEOPLE and they are allowed to take it all and sell it--or use it themselves.

The FACT the teen DID find the phone means it WAS HIS--and ICE/ERO committed felony theft then they stole it from him.
