Maybe he's just a loser, who wanted his 15 minutes of fame. Kirk just happened to be the most prominent person to come within range? Why would someone make a clean getaway, then confess to their dad, unless he wanted to be caught, to be in the press for months more, during the trial?

Meanwhile, we see how much Kirk gets the Horst Wessel treatment.
