He is butt-hurt by Carney's refusal to pay him a bribe, on top of being skunked on Greenland.

I thought the $1 billion was only to be become a "permanent" member of the board of peace, and that a country could still join, but absent the $1 billion, would be limited to a 3 year membership term (after which I'm not sure what would happen).

Have these terms changed?
