In general, I disagree. Look at freeways, national parks, ports, energy systems, water supply etc. Sure there are areas for improvement, sometimes there was more or less growth than planned, but the planners and engineers have done a pretty good job overall making sure that there is infrastructure in place that does not unduly restrict the economy.
