I doubt it. Circle of competence and all that. U.S. insurers (and Berkshire in particular) have no experience in insuring cargo carrying vessels, let alone how to do so in a wartime scenario.

In fact, from what I have read, insurance isn't the problem. Insurers at Lloyds of London are still willing to insure vessels (at extremely high rates, but still). The problem is getting crews and ship owners who want to risk their lives in an obviously very risky situation.

I think that this is just another example of the administration not understanding the problem and then throwing something out there and announcing it just to appease the ignorant supporters who do not know any better.
