At P. 14 of his Annual Letter while discussing Berkshire Hathaway Energy, Warren says "I did not anticipate ... the adverse development in regulatory returns and, along with Berkshire's two partners at BHE, I made a costly mistake in not doing so."
Who are "Berkshire's two [unnamed] partners at BHE?"

I think he was referring to the two partners Berkshire had at the time of the decision making in question, which were Greg Abel and Walter Scott (currently the estate of Walter Scott). Greg Abel sold his shares back to BHE for cash and is no longer a partner. The estate of Walter Scott is currently the only other owner of BHE besides Berkshire.
