Representative Ro Khanna asked Mr. Shapley how often he disagreed with the tax council on bringing charges in order to better understand if Hunter Biden received special treatment.

Khanna: "Can you give us a percentage of how often you've said, 'We ought to charge someone,' and [the tax council] has said, 'No, that may not be a good idea?'"

Shapley: "A vast majority."
