Yesterday the lowest gas price in the town I live in was $3.99 and 9/10ths (why do gas prices still always end with 9/10ths of a cent...is there a good reason?), in other words $4.00.

Actually... technically..... 3.99 9/10 is "under" four bucks.

And therein lies your "good reason".
