Many liberals believe it is entirely fair, and even necessary, that the opposition party should be allowed to retain as much control as possible over key executive departments in order to apply their vision of constitutional checks and balances to the executive branch. In other words, their preference is that elections do not have consequences or only consequences they approve of. To the extent they succeed serves to undermine the will of the voters.

Ideally checks and balances occur publicly between the executive branch and congress as they grind on each other promoting their respective policy ideas and seeking compromises. Legitimate checks and balances should not operate through clandestine on-the-job resistance by unelected bureaucrats enjoying a perpetual existence within the executive branch.
