Reportedly, as many as 16 tankers that had been in Venezuela have run for open ocean since the snatch. Thing is, boarding tankers suspected of carrying contraband, is, traditionally, a law enforcement job for the Coasties, but the Coasties don't have anywhere near the resources to take down that many tankers, at the same time.

But, the Pirate King doesn't care much about legality. If he sees dollar signs, he will find a way to seize the ships and cargos.
