You are confusing Trump's motivation or purpose, with the objective outcome.

Trump's purpose in imposing the 10% tariffs might be to coerce Europe re: Greenland.

It may or may not have that effect. Maybe it will backfire and it will generate even more resistance to the notion.

Objectively, however, it will obviously generate more revenue.

It's a tax.
