She's right, but she's also wrong. Congress has to act, and they aren't, and show no signs of doing so. There's only so much POTUS can do with executive orders and non-congressional-approved funding. If Biden had simply kept doing what Trump already had up and running, then the situation would still be bad but not nearly as bad as it is now. Instead Biden tore it down, illegal immigration skyrocketed and now he blames Congress. It's true that Congress could pass legislation to address the problem but that not happening does not give Biden a pass for making it worse.
