Recall, Qatar was acting as intermediary between Israel and Hamas, and the Israelis bombed the apartment complex in Qatar where the Hamas delegation was living. So, yes, the Israelis have a record of using "peace talks" as bait to draw their opponents out in the open, so they can be killed.
