I have a feeling Steve that you'll know what i mean when i say that compared to the "14th Floor" crowd from another time..

I would assume the same meaning as "C-suite", in general. I would think the "14th floor" would be a reference to the old GM HQ building on West Grand, but it has 15 floors.
