Throw money at the problem, standard operating procedure. No doubt money is needed but what those people needed from the get go was food and shelter and what was Biden;s first act of compassionate relief, IIRC the amount was a $704 grant and even that will take weeks or months to be distributed.

On day 2 or 3, there should have been a steady stream of C-130s landing on one or more of the islands, chock full of pallets of food, water, blankets, clothing, baby formula, whatever FEMA has squirreled away around the country. Coordinated with Navy resources to deliver these relief supplies to coastal communities that are unreachable except by water. How about parking one of those Mercy Ships like the one that Cuomo didn't use during Covid. That would provide immediate housing to two or three thousand homeless Hawaiians. The FEMA staff could stay there instead of the 5 star resorts they are being forced to endure. With $16B sloshing around, Biden could rent a dozen cruise ships and provide housing for every one who needs it in a matter of weeks.
