Workers who go on strike don't qualify for unemployment benefits. Only two states, New York and New Jersey are the exception to that rule.
If one is not receiving unemployment benefits they are not counted in the unemployment count,
making your numbers way out of wack.
Same as a laid off worker who exceeded his unemployment benefits is no longer counted as unemployed.
