"Plan Steve" foresees a day when the average Social Security payment is entirely consumed by Medicare premiums. Funding Medicare more from "general revenue" is a no-go, because ideology dictates that general revenue money be given to the "JCs" instead. Solution? Give the old phartz another lecture on "personal responsibility", or told to "respect traditional family values", and sponge off of their spawn.
