The individual who pulled the trigger is the person at fault and should bear the full brunt of the law for the horrible crime he committed.

If reports are correct and the shooter is a CIA asset with a wife and 5 kids in Washington State, and deportation to Talibanstan was increasingly likely for all but Boers, what's he got to lose; a humane execution in the US, or being talibaned to death in an Afghanistan hellhole torture/prison?
