You might be talking about illegals who are never charged and making that distinction, but no one else is. An illegal who hasn’t been convicted of another crime is still an illegal alien.
What are you talking about? That's the main reason that sanctuary laws exist. To provide relief to the many, many people who are here illegally but aren't harmful to the community. Because the folks in that community believe it would be more harmful to subject otherwise law-abiding aliens to the full brunt of immigration enforcement than to let those otherwise law-abiding aliens be able to interact with law enforcement.
Conservatives often don't make that distinction. They might believe that someone who's here unlawfully deserves the full weight of immigration enforcement regardless of whether they are otherwise law-abiding or not, regardless of whether the harms of that enforcement (to them and others) outweigh the benefits of the enforcement.
That might be your perspective as well. But that doesn't mean other people don't have a different weighing of priorities.
