One possible meaning would be "lower priced, but for a good reason". Or a reason that is logical for the time being, anyway.

A lot of the headline policies in the US pipeline, if enacted, may be cause big problems for forex and terms of trade for a lot of emerging economies, which may cause anything ranging from turbulence to chaos. Potentially very dollar positive in the short run but dollar negative in the long run. The short run might be long enough to cause some very big headaches. It may hit the commodity complex, too.

The same turbulence may hit developed ex-US markets, but obviously not in the same way.
