Thing is, Rodríguez can do that now, with an authoritarian stroke of a pen. Why should Trump the Conqueror wait for an election, and take the risk that his front person might lose?

Trump the Conqueror's "wins" in Venezuela and Panama were due to him finding someone he could bribe. He is apparently having trouble finding someone corrupt enough in Cuba or Iran.
