It seems Albaby has enlightened you. We need people to be able to talk to the police without repercussions. It doesn't take much to have cooperation stop. And, as I told you, if you ask the locals to cooperate in deporting criminals, I think you'll get the cooperation. If you want everyone deported - cooperation will be limited.
