This floated across the wires a few days ago:

“Now, the military is building a big complex under the ballroom, which has come out recently because of a stupid lawsuit that was filed,” Trump told reporters on Air Force One.

So, seems likely that the "War Department" will be paying for the entire mess. So what happens to the hundreds of Millions of dollars that have been "donated" for the ballroom? Probably go straight into Trump the Perfect and Manly's pocket. As suggested before, the "ballroom" is a bribe laundering scheme.
