Also, when the pandemic first hit, a lot of deaths were being classified as respiratory failures (or heart failures, or whatever). Which was true. But if -which apparently happened more than it should have- they didn't go into more detail, it wouldn't be classified as COVID. So the figures, at least in the first year, likely understated it. Which is why some folks started looking at "excess deaths" as a more accurate gauge of the pandemic.
