Any out of band aid bill is going to increase the debt/deficit. None of the aid to the Ukraine has been cost-neutral (although, to be fair, much of the aid has been in the form of transferring already paid for equipment to them).
The GOP one proposes to at least claw some money back from a federal agency and use that for Israel.

The question, then, revolves around the veracity of the claim that reducing the IRS' budget by X directly causes a reduction in revenue of Y. I don't know that I buy that.
