The govt publicly publishes the tax returns of Spankee, his family, company, AND related companies--for the purpose of having EVERYONE ELSE examine those returns and REPORT FRAUD *instead* of the govt.

Criminal charges can still be filed by the govt--federal, state, and any other govt agency at any level that wants to get the money owed to them.
