That the President doesn't have the inherent power to just build whatever he wants to on federal land without getting Congressional approval for either an appropriation or to use outside funds in lieu of an appropriation?

At any rate. This is fixed by having Congress appropriate $0.01 dollars to the construction of the ballroom in the next budget bill.
