The US is not involved in "hostilities" in the Caribbean, in spite of the dead bodies left in it's wake.

Trump DOJ defies Congress

T. Elliot Gaiser, head of the Office of Legal Counsel, informed a small group of congressional lawmakers that the ongoing operation does not qualify as “hostilities” under the 1973 law.

According to three people familiar with the briefing, Gaiser said the administration does not intend to seek an extension of the 60-day deadline or seek congressional approval.

“The operation comprises precise strikes conducted largely by unmanned aerial vehicles launched from naval vessels in international waters,” the official said. “The kinetic operations underway do not rise to the level of ‘hostilities.’”
