"Remain in Mexico" only works while Mexico cooperates. Last I heard, they were refusing to continue that program. So it wouldn't matter what Biden or Trump or anyone else wanted. Mexico is saying "no".

They also refused to pay for that wall, and there wasn't anything we could do about it. We didn't set Mexican policy.
