Well, I don't think it says that there were 4500 unique people, does it? I'm sure many of those tips were multiple ones from the same people, perhaps using different methods of conveyance (phone calls and electronic submissions). After all, they weren't getting feedback that their tips were even being read, which would have prompted additional attempts.
But even so, even a mere 450 separate people (at a possible minimum) submitting tips would be a huge number.
