Yes, it did. There are plenty of those guys who never see jail. Most of the time if they agree to the civil fraud penalty the criminal part isn't pursued. The larger it is, the more likely to go to court - his was not that big.

I think you have a very mistaken impression of what happens to people who willfully commit seven-figure tax evasion. Hunter was alleged to have willfully both failed to file tax returns in multiple years, failed to pay his required taxes over multiple years, in an amount that exceeded a million dollars. If you do that sort of thing, there's a very good chance you're going to get prosecuted - not get a civil penalty - even if you're rich and famous.
