Subject: won't return
OK...so the Felon doesn't care, and I'm sure the El Salvadoran president knows that. The Felon (and his minions) don't seem to be interested in the court's orders. But he is saying that he won't return a US resident that has committed no crime in his country. Why? What does he gain? He's risking the next POTUS coming down on him like a ton of bricks (I would if I were elected).

If ever the Judiciary needs to the power to toss the Felon in prison for contempt, this is it. Hopefully the courts can sweep up a bunch of his minions, and toss them in the clink until they comply. I'm pretty sure that is NOT pardonable, so the Felon couldn't do anything about it.
