IMHO, there is far far too much use of secret and classified designations. My feeling is that the overuse is driven mostly by a desire to shield embarrassing info from the taxpayers and citizens rather than real secrets like keeping the plans for the latest stealth bomber out of the hands of the Chi-coms.

I think it's more a case of better safe than sorry. That is, it's simply easier to not try too hard to figure out how classified some material should really be, and to up-classify it for one's own safety in the manner of covering one's arse (or perhaps BHA)!
